In the increasingly thriving era of globalization, trade cooperation between Russia and China has become ever closer. Recently, the first batch of goods exported under the "TIR + Cross-border E-commerce" model successfully departed from Yiwu, China, bound for Moscow via the Suifenhe Port in Heilongjiang Province. This innovative initiative not only brought more high-quality Chinese goods to the Russian market but also marked a new milestone in bilateral trade cooperation.
The consignment comprised tens of thousands of cross-border e-commerce items, including jewelry and eyeglasses, which were declared under the cross-border e-commerce direct mail model (9610) and transported by TIR (International Road Transport Convention) vehicles provided by Dear-Railway Container Transport, under the strict supervision of Yiwu Customs. This was the first exploration combining the new format of cross-border e-commerce with the TIR transport model after Yiwu was approved to deepen its comprehensive reform of international trade, opening up a brand-new "express lane" for Yiwu's cross-border e-commerce exports.
The TIR system, based on the International Road Transport Convention, is a global customs facilitation system known for its streamlined customs procedures, swift transportation turnover, and flexibility. As a contracting party to the Convention, China officially joined in 2016 and actively promoted the application and development of the TIR transport model domestically. Currently, the TIR system has 77 contracting parties worldwide, covering numerous countries participating in the Belt and Road Initiative, thus facilitating international trade.

To ensure smooth customs clearance of the first batch of "TIR + Cross-border E-commerce" goods, Yiwu Customs provided comprehensive support and services. They offered "7x24-hour" appointment customs clearance, established a "port + locality" customs coordination mechanism, and ensured smooth exit and customs clearance for TIR vehicles. These measures not only enhanced customs clearance efficiency but also bolstered our confidence in China's logistics system.
